وی در خصوص تعریف و معرفی انواع رمزارزها گفت : طبق تعریف بانک مرکزی جمهوری اسلامی ایران رمزارزها یک نوع دارایی مالی هستند که بر بستری دیجیتال، غیر متمرکز و شفاف به نام زنجیره بلوک موجودیت می یابد. این دارایی ها میتوانند در شرایطی کارکرد پولی بخود بگیرند. در چارچوب الزامات و ضوابط فعالیت رمزارزها و ز دیدگاه بانک مرکزی جمهوری اسلامی ایران، رمزارزها در طبقه بندی رمزارز جهان روا، رمز ارز بانک مرکزی و توکن های بهادار و دارای پشتوانه تعریف شده اند. در تحلیل ماهیت، استخراج و مبادله انواع رمزارزها و توکن ها از منظر فقه اسلامی و قوانین کشور که به تازگی توسط پژوهشکده پولی و بانکی بانک مرکزی جمهوری اسلامی ایران منتشر یافته و در اختیار مجلس شورای اسلامی برای تصمیم سازی و قانون گذاری قرار گرفته است بر این نکته که رمزارزهای جهان روا همانند بیت کوین، اتریوم، دوج کوین و… در زمینه مالکیت با چالش های بزرگی همچون فقدان معتبر (عدم دارا بودن پشتوانه)، نبود عرف عام و عدم امکان احراز مالیت و همچنین عدم مسئولیت پذیری قانونی و حقوقی در زمینه غرر نیز با نوسانات شدید و غیرضابطه مند مواجه هستند از لحاظ قانونی و شرعی با مشکل و شبهات متعدد مواجه هستند.
مدیر عامل برگ رمزپایه افزود : عمده رمزارزهای جهان روا (Crypto Currency) بدون پشتوانه هستند و معمولا میزان عرضه و تقاضا و پذیرش و توسعه کاربری آن در تعیین قیمت آنها نقش دارد و گذشته از ضوابط قانونی و مباحث شرعی آن، عملا سرمایه گذاری در حوزه معاملات آن ریسک بسیار بالایی دارد و صرافی های معتبر دنیا نظیر باینانس در ابتدای ثبت نام شرایط پذیرش ریسک را جزء الزامات آن قرار داده است که البته به دلیل شرایط ایران و عدم امکان پذیرش توسط کاربران ایرانی، عملا دسترسی به صرافی های رمزارز بین المللی نیز سخت گردیده که همین موضوع نیز ریسک موجود را برای کاربران ایرانی دوچندان می نماید.
دکتر جم ادامه داد: نوع دوم رمزارزها که اتفاقا استقبال گسترده ای از عرضه آنها در صرافی های بین المللی نیز شده است، توکن های بهادار مبتنی بر دارایی و یا ارزهای دیجیتال دارای پشتوانه (Crypto Asset) نظیر تتر (USDT)، باینانس کوین و BUSD (با پشتوانه دلار) هستند که این دسته از رمزارزها دارای معتبر مشخص است و شبه های در رابطه با آنها به صورت ذاتی قابل تصور نیست و اینگونه توکن ها تحت نظارت و پاسخگویی ارائه دهندگان خود هستند و از طریق قراردادهای هوشمند متصل به قراردادهای پشتوانه ای خود هستند و در صرافی غیرمتمرکز باینانس (binance.org) در بخش اختصاصی تحت عنوان رمزارزهای دارای پشتوانه یا Smart Chain عرضه می گردد که دسترسی به این بخش برای کاربران ایرانی نیز فراهم می باشد.
مدیرعامل مؤسسه برگ رمزپایه اذعان داشت: توکن های بهادار BZB (BARG ZAYTOON BINANCE) و SZR (SMART ZAR) که توسط این مجموعه طراحی و در بخش رمزارزهای دارای پشتوانه صرافی بین المللی باینانس عرضه می گردد از نوع ارزهای دیجیتال مبتنی بر دارایی و با تضمین بیمه بوده و ارزش پایه آنها در داخل کشور از طریق ریال و در خارج کشور از طریق واحد BNB تضمین می گردد.
