تجربه چهل سال مدیریت کشور نشان می دهد که: در اواخر حکومت ۸ساله روسای جمهور، پرش عجیبی در افزایش قیمت دلار صورت می گیرد. خیلی ها آن را گردن بانک مرکزی می اندازند، یا دلالهای ارز را دستگیر می کنند! یا به آمریکا فحش می دهند، یا از تحریم و سویفت ایراد می گیرند. اما دکتر روحانی رو راست آمد، و دلیل آن را گفت: امام خمینی ره فرمودند که دلار، جزو داراییهای دولت است و دولت می تواند: هر کاری با ان بکند! البته ایشان نفرمودند که امام، چه چیز های دیگر هم گفته! و این یعنی که رئیس جمهور وظیفه دارد: ارزش دلار را حفظ، یا آن را بالا ببرد. او نگهبان دلار است. لذا جلوی همه عوامل می ایستد، تا مبادا دلار شکست بخورد! آنهاییکه فکر می کنند دلار مال آمریکا است، اشتباه می کنند! چون در تمام کشورها آن را زمین می زنند، ولی در ایران پرچم بالا است. امروز که دلار ۲۸تومان است، با اول انقلاب قبل از صدور فرمان امام خمینی، نسبت پولی ان با ریال ۴هزار برابر شده است. پس روسای جمهور همانطور که زرتشتیان، از آتش نگهداری می کنند، از دلار نگهداری می کند(دلار پرستاری) و آن را زیادتر هم می کند. لذا گرانی دلار در برابر ریال، قدرت رئیس جمهور را نشان می دهد. به همین جهت است که ایشان، نه تنها ناراحت نیستند بلکه خوشحالند که: وظیفه خود را طبق فرمایش امام خمینی، به خوبی انجام می دهند و روزی، هزار تومان آنرا گرانتر می کنند. طبیعی است اگر دلار گران شود، بودجه دولت هم بیشتر می شود، و میتواند به فقیر فقرا رسیدگی کند. مزیت سوم این برقراری عدالت اقتصادی است: از پولدارها می گیرد و به فقرا می دهد. چون کسانی با دلار سرو کار دارند که: دستشان به دهانشان می رسد و آنور آب هم، کار دارند. از انها گرفته می شود و به کمیته امداد و سازمان بهزیستی کمک می شود، تا به ۴میلیون خانوار تحت پوشش رسیدگی کنند. اختلاف طبقاتی هم کم می شود: زیرا نقش مالیات را دارد. آنهاییکه با دلار سروکار دارند، پول می دهند و آنهاییکه با دلار سروکار ندارند، پول می گیرند.به همین خاطر نیازی به نرخ ارز دولتی هم نیست. چون همه چیز وارد شده، کالاهای اساسی دیگری لازم نیست. هنوز به کشتی ها دموراژ می دهند که: یکسال در نوبت تخلیه باشند. تمام ظرفیت بنادر به واردات کالا اختصاص داده شده، تا صادراتی انجام نگیرد. حالا اگر کسانی صادرات می کنند، از کولبران استفاده کنند یا قاطرچی ها و تویوتا، از راه خشکی به کشورهای همسایه ببرند، تا از انجا بارگیری شود. والا همه ظرفیت بنادر به تخلیه اختصاص داده شده، و از بارگیری خبری نیست. فقط یک موضوع می ماند: و آن اینکه مردم هم توجیه شوند، تا اینهمه گلایه نکنند. باور کنید اگر مردم این همه حسن انجام کار را ببینند، گلایه نمی کنند. گلایه آنها اصلا مربوط به خودشان نیست، همیشه می گویند اگر کسی نداشته باشد! این فرض آنها را شما باطل کنید. زیرا چنین فرضی محال است. کمیته امداد و سازمان بهزیستی و: چهل هزار موسسه خیریه مگر مرده اند؟ در همین ضیافت همدلی، تناژ بسیار بالایی از روغن و برنج و حبوبات رایگان داده شده. پس اینها کی هستند؟ لذا مردم بدانند و از ضمیر: غایب سوم شخص احتمالی نام نبرند، و خودشان را مسئله دار نکنند. بدانند که دولت بیش از همه آنها بفکر است. اصلا گران کردن دلار برای همین است. مطمئن باشید هرچه دلار گرانتر شود، سفره فقرا رنگین تر است. روشن است: هرکسی را که فکر می کنید فقیر است، مانده غذای خود را برایش ببرید، یا لباسهای دست دوم هدیه دهید، یا مبلغ جزئی کمک کنید! خواهید دید که او نه تنها کمک ها را نمی پذیرد، بلکه دوبرابر ان را بصورت نو، به شما هدیه می دهد.
